Subtitles outside cutscenes?

I found the subtitle option in the Graphics menu, but it only gives subtitles for cutscenes, not in-game voices (such as your handler, or listening in on a conversation). Am I just not finding a setting?

Sadly only the pre-rendered cutscenes have subtitles.
