Tom Pellet not messaging me

it has been a long time since Tom pellet has asked for drugs.
I've done the first drop and have gotten the money from him, but he hasn't messaged me again.
It's been probably weeks in game at this point and no message.
is it because I have very bad rep in bad asia? what am I doing wrong? can someone help me please.
