Any known reason for envelopes to never spawn in Psychedelic quest?

The first one did spawn, during the meeting with the cocaine dealer. The first time through, the second one spawned the very next day, but I got lodged in the architecture of a gate and had no choice but to restart before the meeting. I did, and the first envelope spawned again as normal. However, ever since then, I've never found another one. I check every single day, every single spot. At this point, it's been several days of real time and weeks of in game days. I'm getting certain that this isn't going to fix itself.
I've been softlocked on this quest before. I went through all of the motions of completing it, and no ability to order new drugs ever unlocked. That's part of the reason why I assume that this game is once again screwing up on the same quest in a new way.

Great. I'm long, long past needing to wait longer no matter if you mean ingame hours or real life, and yes, I do know all the spots to look. Anyone have an answer as to whether there is a known bug that prevents the envelopes from spawning after the first one?
