Can't get any dealers in Sector C

I am fairly stuck at this point. I can't get any dealers at Sector C. I have been serving clients there religiously and no offers to become a dealer pop up. They are satisfied with my product and have quite a few addicts there. I do have a bunch of dealers in Sector B and Sector A especially. I did not move into sector C until much later in the game. I thought I hit my limit and then I purchased hideouts that increase dealer cap, but still nothing.

sector c takes quite a while for clients to ask to be dealers, also there is a minimum order count of i think 5 before they can even ask to be a dealer

you have to many dealers.
kill some off and then you have more room for dealers in sector C

Is there a hard cap on total dealers? separate from the per-area cap?

You simply cannot "kill off" dealers in say Sector A to put more in Sector C - doesn't work like that.
