What's the point of hideouts?
I don't really see much risk of being raided as long as you keep all your ♥♥♥♥ low profile and play smart, The only real reason I see to getting a hideout would be marginally closer to other areas and not being on the top floor of some ♥♥♥♥♥♥ apartment (And of course gaining the stat boosts). Is there any other reason I would want to move into a new hideout? Is it worth it? If so, what is the best hideout to use for just general use?

You don't have to move into any hideout at all if you prefer the starter apartment, but the boosts they give are very massive gameplay wise, so that alone is a good reason to have them. I personally hate having to run up the 2 flights of stairs to get into the starter apartment, so once the bug of disappearing furniture and such is fixed i'll be moving into a hideout that's easier to access. It's really just personal preference which one you want to use though and how you want to play, but again, the bonuses are way too good so they're all worth having.
One question about the hideouts. I am lvl 28 and i have 3 of them. But do i have to pay the rent once or monthly?

You only pay the "rent" once as far as i've seen. It does say rent, but it's really just buying. I haven't had to pay for any of my other hideouts again as far as i've played, so it should just be the one time payment.

in additon to that if you put a clothes wardrobe in every safe house you can instantly remove you fugitive status almost all around the map

the largest two benefits however are the min rep levels, when your controlling the whole map that crap really really help your efforts and makes life easier, and equally as important is max clients you can only have 3 clients/dealers per area

when the safehouse has a +1, or a +2 max clients that figure increase giving you more clients/dealers in the area where the house is located
