SOLVED: Low FPS or stuck at 30 FPS

I had the issue of going from stable 60 FPS to struggle at 30 FPS. Below is the solution that worked for me.

Go to DDS in your steam library and go manage (gear icon) -> properties -> general -> set launch options and add "-dx10" without the quotation marks.

FPS went from 30 back to 60. Done. No loss of shadows or anything!
