Max number of clients and dealers
Is there a known limit to how many people exist in each area? I haven't unlocked the last two areas so I know there are more customers there-- but I have not had any new clients from the areas I have unlocked in ages. I am down to 5 clients - all of whom are addicts in the Supermarket/downtown area. I have no clients/addicts in the old town/market/kennel side.

I have about 20 dealers under me, but new individual clients stopped appearing some time ago.

yes it appears to be 3 per district then you have +client bonus from hideouts. it also appears that the +client is not locked to the district you purchase the hideout in. over several playthroughs now i would suggest you have one dealer per district, two in some if you felt it worked better. but overall the more districts you own the more benefit from a exposure stance you will have if you have more clients during the daytime.

clients and dealer max are per area not sector

in addition to the stats below player level is also a factor

client satisfaction plays a huge part in clients asking to become dealers as well as new clients being generated.
- sector c clients have higher quality expectation so its harder to keep their satisfaction up
- while you can cut drugs down to 68% purity (roughly) the client or dealer will not complain but they also will not have high satisfaction
- the speed of the delivery also effects satisfaction

there was also mention of a multiplier that goes up when you have bad deals, od's, or clients or dealers quitting, this multiplier recovers over time through good deals and business.
but effects many things like new clients, dealer offers, order intervals ...and more
