My experience is butter smooth .
so it is more a problem with your specs or hardware / drivers / tweak you do etc .. that make the difference .
THANK YOU PAWKEN! Guys - do this. My Framerate tripled(!) after doing what Pawken says. I am stoked - ( stoked not stoned )
Allow me to spell it out with a little more detail:
You want to go to the c:\users\<yourname>\AppData\Local\DrugDealerSimulator\Saved\Config\WindowsNoEditor\ directory and edit the 'GameUserSettings.ini' file
( back up the .ini file to the desktop if you want )
Then change all the '3's at the top paragraph ( '[ScalabilityGroups]' ) to 0 and save the file. Then reload the game.. You will be amazed -- this does it!
After a little tinkering you might want to go back to the file and change some to 1 or 2 just to see what you get.. You will finally find the sweet spot..
Again I achieved more than 3x the frame rate! ( I was slow ).

there is a guide that explains how to do this if you searched steam, has been up since the games release, but yes it works and you can leave options to 1 or 2 if you want

I see you have an i7. This also could be the issue. If you try this maybe you don't need to mess with the values making your game bright and such .
Please let me know if you try it and it works (: so far anyone with an Intel rig has major issues due to whatever is in that video . So ease give it a watch. I have t used it myself since I don't have these issues but Ive helped at least 10 others with this video so far (:
