[Spoilers] Domination Quest clarification

So this new Patch finally fixed the 500 Rep Gang bug and after grinding the Rep i got a new quest, which in the German Version basically says "unlock all hideouts and areas to dominate the ghetto".
Well the thing is i already bought every hideout and unlocked all areas (although Bad Asia still says "locked" on the Map, but i can't unlock anymore on the laptop).

I switched to english and the quest says "... AND dominate all areas". So does that mean i have to get all areas over a certain Reputation?

I kind of want clarification before i even bother pushing all Reputations (just to experience another progress-breaking-bug ?!)

bad asia cannot be unlocked at this time because it's bugged.
