That won't work. Currently, drugs have to be in the expected form. If someone wants cocaine it has to be a powder or the client/dealer won't accept it and you won't be able to sell it.
The starter apartment that the game gives you, no. Any other hideout you buy, yes. However if you buy a wall safe and install it in your hideouts (except for the starter apartment, you can't buy furniture for that one to balance out the fact that it can't be raided) you can keep a small amount of cash/drugs in there and there's a chance the DEA won't find it. Then you can pick the lock on a raided hideout and get your stuff back. Downside is their storage capacity is tiny. Upside is they're fairly cheap. I think I remember someone saying there's no cap to how many you can buy, nor how many you can install in a single hideout, though I could be wrong here.
