Report a translation problem
in Order to open an area you have to have High enough Respect in the other ones.
so if you want to open up East Old Town you have to have Respect in West Old Town and then in order to Open the Marketplace you have to have Respect in East Old Town.
when you have the Respect go to your Laptop and hit the Button to open the area.
West Old Town is where your first Apartment is and East Old town is over near Eddie
it doesn't let you Tag all the walls just certain ones and the Tags can't be too close together.
Worked my way through the tutorial, and got lucky with finding spray paint in loot spawns and a couple of dumpsters, until it offered the task of spraying four tags.
Used ShadyComm to Unlock the East Old Town neighborhood.
Successfully sprayed tags in four spots around East Old Town, and two others (I had spare cans) in West Old Town, no problems.
Whatever might be going on with the others on this thread, it looks like this bug has (so far) missed me. :)

Just updated the game, then loaded my old save from before the graphics update.
No trouble spraying tags in any of the three Districts (ABC). In District A I tagged several spots in East Old Town, West, Old Town, Two Towers, and Old Marketplace without an issue.
Going to start a fresh game in a bit and see if I get different results for this and one or two other bugs that have been reported.
