A question regarding multiplayer
I'm trying to play with a friend, and even though we are set to have no limitations and are on the same online region, we can't seem to get the invitation to join the session work at all. Neither is anything happening when I look at the multiplayer menu to look for distress signals while he sends them.
Is there a deeper issue? Level gaps, area in the story, area were I am and he is while playing, etc? Even though we have the correct session settings?
Need some insight if anyone can help.

Hm i am not sure what the problem could be. Have you joined anyone at all in multiplayer yet? Also you might try setting a password both of you like say testing or 5432 for example

Both of you need to be on the same Steam region.

I had a similar issue where I couldn’t connect to my friend’s distress signal because she was technically further ahead in the game than I was (even though she was on her first playthrough and I was on Newgame +), Once I completed the area, I was able to answer her signal.

Just a heads up this shouldn't be an issue. You were just unlucky, at least most likely.

The game actually allows you to connect to anyone regardless of level, progress, or NG+. Even a new fresh game that is like 5 seconds into the tutorial can connect with someone in NG+20 at the end of the game.

The solution:
Minimize data on your active character by unequipping all but essential codes/equipment/emote stuff. In short, preferably have no more than 3-4 codes with gifts on them (remove all gifts on other codes even if you don't use those codes). Store all items you don't need in the mistle storage and turn off auto refill for those you wont be carrying. Ideally, slim this as much as humanly possible. Remove all emotes/etc. from your character. Now, if you can join then once you find you can reliably join you can attempt to squeeze in a few extra items/equipment/codes and see if it still connects so you have some additional flexibility in changing stuff.

The other issue is Steam region settings. This one is hit or miss but apparently it helps some people if they set it to the same location as the other person they're trying to join and vice/versa.

For the region part make sure in Steam as well, not just in-game region, as WhiteLezard said. In rare cases some games, like Code Vein, are influenced by the download region in steam configuration.

Another option is to restart your game and/or PC in case its glitching. Also be aware depth matchmaking and normal map matchmaking are separate and you have to be in the correct type of map (depth or story map). Maybe there is an issue with some maps causing issues randomly in which case, like Krassila, test a different map and see if it helps as a last resort.
