so uh, this game is supposed to be on sale till the 27th, and it was earlier today, but as i was about to buy it, it changed to regular price and is still like that for me. is there a reason for this?

Same here. Got a email stating it was on sale - went to buy it and it's full price. Sale stated it lasted until OCT 27.

Tried finding a way to contact steam support about it but found nothing (on mobile, maybe easier on pc?)

Got the same email, had the same experience. My guess is somebody set it on sale accidentally, it was a pretty steep discount.
