for more info
Just going to copy a quote I saw someone post online about this (note I cannot verify, I never really used this skill):
This video seems to support this info and add more
https://www.youtube.com/watch?v=eIPSB0U0MK8
Here is another video for additional info in case useful but note I didn't watch it to see how useful it is as it is a little longer. I just found it while looking for some quick info:

If you're simply looking for the best 1-shot dmg, not good sustained spammable dmg then this is the strongest https://codevein.wiki.fextralife.com/Steadfast+Strike
You can just use the sword from Skull King boss (forgot name) with it, or others, and hit 99,999 dmg easily for 1-shot builds.
If yours is doing 0 dmg, as in not literally but actually "low damage", then no and you need to re-read my original post.
Obviously, unless you're doing elemental dmg (which you are not) 0 dmg would be a bug as they can't stack defense like you can and reduce it to zero otherwise they would be literally unkillable and your other weaker basic attacks deal dmg. If this is happening OBVIOUSLY it is a bug.
People usually use the claim "zero dmg" for what is, in reality, "low damage" which is why I gave you an extremely freaking detailed response and multiple resources, going well out of my way when you clearly did not deserve it.
Maybe don't bite the hand of the person going out of their way to give you detailed responses next time.
fire cat boss; no dmg, animation appears above the boss 2/3 the time (100% the time when staggered)
queens knight reborn; no dmg, appear to the side, or above the boss, about 1/5 or 25% the time
no dmg to
canoneer, butterfly, and (oliver collins; boss only half the time)
4 diff blood codes
roughly same builds, just buffs and TS
small enemies take damage, training dummy takes damage; 50% the time
