As you advance you find different character's vestiges which you then take to Io to repair / view.

As for Io's hers are the same but they can be taken to Io or the Io clones just before critical bosses. If a boss has an Io clone before it that means they have two fates. You fail to restore vestiges causes their bad fate (death) and a specific code associated with that while if you find all their vestiges and restore it before the boss fight you then get the option to save them (or still let them die if you choose) which grants a different code. Neither code is inherently better FYI. This only influences the ending as there are four endings.

As you progress you will find more of Io's own vestiges to restore her memories with her final one being near the end of the game. NOTE: Do NOT pick up the final Io memory if you are trying to get the two best endings in one playthrough. Finish the game with saving all the bosses that can be saved and the second best ending (missing at least one of Io's memories). Then run up and pick up Io's final memory and view it with Io restoring that vestige. Beat final boss again. If you don't care about achievements then you can just pick it up as the ending almost identical except Io says one extra word (its one of the worst enhanced endings I've ever seen and should have just been a single ending...).

Also worth noting is Io's vestiges are linked to her AI's skills unlike all other AI partners that start with all skills unlocked. Io gets stronger the more of her memories you restore, granted she will still be second best after Yakumo (but Io and Yakumo are both way ahead of the rest of the partners).

Am on my 2nd playthrough of it and I did save all of them and am at the government after beating mido and am trying to look for the rest of Io's vestiges so do I talk to Io to repair them or talk to one of her clones that's all I need to know

The first half of the vestiges are on the ground where each successors attendants were standing, outside the arenas, the second half are in government areas.

I know that I like I just said I saved all 4 successors and I pick up and once I find the other half I just need to know if I did to talk to Io or talk to one of attendants to repair them

Io and the clones are, effectively, identical for this purpose. Either work.

As for where her vestiges are if this helps: https://codevein.wiki.fextralife.com/Eos

thanks am glad to know that I can repair them for talking to Io or the clones when I find the rest vestiges and decide on between Yakumo and Io to fight the final bosses

I give them to Io because she will have extra scenes after you view the memory and talk about them, the clone attendants will only show the memory. But yeah either work the same minus the extra dialogue.
