If you don't want Steam to count your playtime for some reason, just put Steam into offline mode before you start the game to create your character, then quit after confirming your creation and go back to online mode. Steam only counts playtime in online mode. If you want to know how long you played, the game counts playtime separately for different save files, however it does also count character creation time. To remove that time from your saves playtime, you could start a game, create your character, save the character, then go back to main menu, start a new game and load the character.
Yes, demos on Steam count as separate games, since otherwise it would download the full game as the demo. It is usually easier to create some restrictions in the full game than to create a new game package with less content specifically for the demo, that is probably why the demo download is as big as the full game. Many studios nowadays don't even make demos anymore, because its too much work, and does not generate profit, so those who do often take shortcuts. It used to be more important to make demos so people could get an impression of the game before buying, but today they can do that on Youtube, and the developers don't have to do anything for that.
I'm doing this considering the under-2-hours refund policy. I know I would be spending a lot of time in the juicy character creator.

According to Steams Support page about refunds though, offline and shared library playtime will be counted towards the refund time limit. I never tried it, so I don't know how accurately they do count it.
Well, in this game you could also just start the game with a preset character and spend the time for customization after you tried the game. You can customize your character again at any time after the tutorial. Or try it, and restart once you made up your mind if you want to keep it. Or indeed download the demo.
