Based on Steam's FAQ the short answer is its almost certain something was wrong with that key which is Fanatical's fault and not the devs though in this case its hard to say how this got messed up.

In fact, I could only find a single search result of another key being revoked from a shady 3rd party key reseller so it doesn't seem to be an established action by the dev for this title. Thus your best bet is to try reaching out to Fanatical.

Yeah. I contacted Fanatical first thing. They're following up with Bandai. I just figure that it must have happened to other people, and someone would know what was going on.
Indeed. After getting the message from Steam saying my key was revoked, it seems to have been...unrevoked without any notification. I guess all's well that ends well, but it seems really weird that this didn't happen to anyone else. Just...strange.
