The bug is because of your graphics settings. For some inexplicable reason, if your graphics settings are set to anything other than 60 FPS Cap (Refresh Rate), the elevators will not work. Apparently when this was ported over from consoles (where 60FPS is pretty much always 'baked in'), nobody thought to test the elevators with a higher FPS cap.
Got a monster machine that can handle unlocked FPS? Sucks to be you, you'll have to cap at 60 every time you want to use an elevator. And it happens with all of the elevators, including the ones that only go about 10 feet.
this, however in my case I only get stuck at the elevator a couple times during all my replays, all I need to do is to bring up the inventory menu and the elevator will move, there was only one time that I need to set the cap for it to work
