Report a translation problem
Try this : right click Code Vein, go to properties and in the "General" tab, turn of the Steam input.
This fixed my controller issue, hope it helps you as well.
However, I after turning the settings off and then restarting everything over again I DID turn DS4 off and go without it. Apparently turning off the application several of the games I play require (and the rest just don't care) actually works. The one thing I didn't even think of checking because games don't seem to appreciate me using a PS4 controller for every RPG/Souls-like...
After starting the tutorial again I can suddenly scroll through all the menus and actually properly lock-onto enemies now. And no more twitching player character.
TL;DR ***Something about DS4Windows conflicts with the game's settings and causes weird issues with controller input.***
