The only possible thing I could think of that would be giving you this issue is if you're using cheat engine to manipulate the physics.
Mentioning the physics engine gave me the idea of changing my frame rate cap back down to 60. That seems to fix the issue until I change higher. Is the game's physics tied to FPS?
They fire every frame with some exceptions.

At what frame rate does it glitch out?
So I was testing other elevators while writing this, and the Trenches elevator glitched out at 100 fps, but started moving again at 98. (This is using steams in-game FPS tracker).
EDIT: It appears to be consistent so far. 100 or more frames stops the elevator movement. Anything less and it starts working again
EDIT 2: It only seems to stop the start of movement at 100+ frames. Going above 100 again after the elevator is moving doesn't seem to stop it.
Alt-tabbing out and back in sometimes unsticks the elevators.
When I tried to go back up the elevator after kicking down the ladder to open up a new shortcut, the elevator stuck again. I went into settings and lowered it to 60 FPS, and immediately the elevator moved up. After doing that, I set it back to 144 FPS.
