Report a translation problem
The game has been locked at 60fps in game and I also went into my Nvidia Control panel and locked it to 60 in there as well just as an extra precaution and I still get the bug.
So I've been screwing around with it again and I found a way to get around the getting stuck BS.
Give (in my case Mia) them 1 exchange item. Leave the interaction menu. Walk away for a second. Come back and speak to the NPC again, personally I had to press E a few times to get them to talk to me, and each time I reentered the exchange window I was losing an additional Fragrant Tea (I started with 10 but only exchanged 5 times and she took all of them). After doing this I am able to claim my weapon and continue to speak with her in the future.
TL;DR:
Talk to NPC and only exchange 1 item.
Leave the context menus.
Repeat.
