What is your level, which area you are currently at? If leveling Gifts Proficiency is slow it probably because you are overleveled. So either fight the hardest enemies you can fight or do Depth to farm awaken items or do NG+ Enhanced or help other players.

I've completed the story and I'm level 159. Progression isn't exactly "slow," I was just wondering if there was a proficient area for getting a decent amount of progress on the progress bars for mastering. I was farming a few of the harder queen knights in Provisional Government Outskirts. Is there anywhere else more efficient?

the Provisional Government Center is the best way. Or you can try farming Awaken Items from Depth. Or move to NG+ Enhanced. Or helping other players since your level will be scaled down and you will gain proficiency just like the host.

Thanks for the response. Which Depths are best to farm?
Depends on the Awakening mat you're looking for. Though honestly, by the time you're done farming you will have unlocked most of the skills naturally by then.

Easiest one is the Misty Ruins where you fight Successor of the Throat she drops 2 Awaken Items for the endgame Gifts.

Fair enough. Thanks.

A tactic that works, regardless of where you are in the game - find some enemies that are not far from a mistel in the latest area you've been to. Then farm, farm farm - go beat up that group, return to the mistel to save, recharge, and make enemies respawn - then beat up the group, return to the mistel, repeat till your skills are mastered.

You want to be able to keep fighting with as little downtime as possible. With this you should be able to master a full Code's set of skills before it gets tedious.

Do they scale with your level or something? I'm around 130 and I've just been farming invasions in the depths.

Yeah, it seems like the higher your level the higher level of enemy needed for exp gain towards mastery,

I'm at level 190 and was near final stage (between Provisional Government Centre & Gaol of Stagnant Blood) on first time walkthrough. I WAS about worried because i put some mods on the game (from Nexus for changing visual for companions). Is this mean i'm screwd i can't mastering Gifts because overleveled?

NG+ you can master gifts as you progress far enough. They will be higher level due to NG+ after you progress enough that enemy catches up with your level.

Alternatively, farm the "Awake" materials. The low end ones can be farmed simultaneously with the old world materials IIRC at Den of Darkness depth map's "invasion point". Just warp back to mistle after and redo invasion each time. The final awake material can be simultaneously farmed along with 2x the best upgrade material and 2x the awake as well as one of the best haze farms from the boss Queen's Knight Reborn at depth Zero District. Just use a 1-shot build and you can kill it instantly. Google if you don't now how (doable even at level 1).
