Regen Extension Factor not working?

Exactly as title. I used the one that I found in the beginning of the game and all it did was restore one of my used healing items. My maximum capacity is still 3. Is this a bug?

When you use a Regen Extension Factor, it will increase your healing item cap by 1 and add 1 to your existing healing items.

If you don't have 4 when you rest at a Mistle, it sounds like it bugged on you.

I found out that while in my inventory it still says it's capped at 3/3, in gameplay I have found that I am carrying 4 whenever I rest.
