The only ones useful are stun and slow, but their build-ups are so slow. Unless you're intentionally making an underleveled build such as level 1 run, you almost won't see them proccing.
This is what you should do. The wiki will tell you rather or not that status effect works on the boss you are fighting. You should note that status effects will be weaker on bosses than they are on you because both your health and resources are about 1 / 10th that of a boss.
May not be correct but I think I read somewhere that Oliver has 32k health in his boss form. My level 300 character has pretty closet to 3,200 health so he has 10x more health than I do. Venom on me does around 64 damage or something a tick. Imagine how pitful that would be going into 32k.
inhibit may be the strangest case since we have no way to actively see npc resources, or if they even use icore. A lot of games will generally give npcs infinite resources and just put a cooldown on it. A good example of how this works is in halo. Grunts have infinite grenades but are time locked between throws and there is a challenge modifier you could use to decrease that timer.
I would have to guess that yes inhibit would stop bosses that aren't immune to it from using skills while the debuff is active. Haven't really tried it, most people just go for full damage builds from what I see in the community.
Also i'm pretty sure poison scales or does percentage damage, fat asses would take 600+ damage per tick while afflicted.

I haven't checked any particular website or such, but i have tested it on different enemies, your occasional weak mob takes bout 120 or such per tick, however bosses and such seem to take 600 and more.
Mmm, no. Anyone who has ran a stun build will tell you that. Most people run pure damage builds anyway so playing status builds is pointless in that respect not to mention some of the bosses being immune to stun.
Pointless ? Yes. Useless ? No.
