It is why this thread have already at least talked about *three* different errors alone (one VC++ Redist based, one Steam based, and one EAC related). Nobody can help you guys if you don't provide more information that allows users to actually differentiate between the issues.
Your problem with the "failed to initialize steam api" was because the game could not properly initialize SteamAPI and communicate with the Steam Client through it. A restart of Steam, or the computer, usually solves that issue alone.
It is most often triggered while trying to run Denuvo protected games directly through the executable(s) of the game without Steam running in the background. Regular Steam games supports launching Steam automatically during launch. Denuvo protected games does not. Instead they'll throw that error message at you.

You have something running that is blocking EAC from working properly. As I mentioned in another thread, turn of EVERYTHING until you find the misbehaving stuff.
You might even have to bring out the Task Manager and the Details tab within it to find third-party non-Windows processes to kill as well before you track down the one that is preventing EAC from running.

That is most likely caused by missing system files. It might be the DirectX redist package that L33TCH mentioned, or the below Universal C Platform Update that I mentioned in a previous post:

I've already tried that, among other things as well! Crap still didn't work, hell even turnned off the dlc to see if that was a problem still nothing. Just want to play a game I freaking paid for and the only updated new is about online gameplay.
Also everything is updated on my system!!!
I'm sorry, I have tired everything but still doesn't work. So what do you mean by re-installing steam? did you have to re-download all the game files as well?
