It's like having a conversation like: Oh, console players are destroying, we have to lower their cheat level. Oh no, console players are getting destroyed, we have to increase their cheat level
If controller is a tool that cant be used without the use of cheat because its not an effective tool in games that need precision, then devs should just turn off crossplay
It needs more tunning, as someone who has been playing fps games with a m+k forever, the aim assist her snaps pulls just a little to hard and could be tuned a little more when playing with a controller. It does hurt the experience when using a controller as it feels like it sometimes helps way to much and takes away the feeling that you have made the shot, and othertimes seems to hinder aiming. Basically a nerf isn't need per se, but further tweaking would be good.
