Switches sometimes just don't appear.

Yeah, just had a godlike run, and me and my friends spent nearly 1 hour looking for a switch that doesn't exist, looked through every inch, every wall, every pixel, fix your ♥♥♥♥♥♥♥ game.

I get it, i wouldn't believe me either, it happened though, 4 players, including one with 200+ hours.

It's been reported. afaik nothing in the level generation is guaranteed to spawn, despite how unlikely it is. It was a problem with NPC's that unlock part of the town not spawning for many many hours for some.

Those NPCs/items for town are supposed to be potentially missable though, just like not every stage is guaranteed to feature blueprints.

If the button in the prison (though its not mandatory for progression), the statues in the armory, the button/books in the archives and the crosses in the chambers were that unreliable, there'd be many more posts like this in the forum, complaining about the game being un-progressable by design.

Instead, it's pretty much always the archives that are mentioned, simply because the button for the exit can be pretty difficult to find.
