Report a translation problem
Do you play singleplayer or multiplayer? If you play in multiplayer and join a game of someone who has found the Thief already, you won't be able to find him on that game. That's all I know.
I am playing Singleplayer.
Are you checking all locked rooms in Prison, and pressing the button to open them? The thief would be on one of them.
Then you'd be able to "build" the Tavern (with Ores) and unlock the class.
Also, mind you it's RNG. I took forever to find the Bestiary on Act 4.
Back at launch this was the only way to restart progress. Back then not doing this bugs out the game for the thief for any profile if you unlocked him previously and will not spawn him thinking you already have him.
Finding the thief is RNG but he is not so rare as to take hundreds of runs to get. I do not recommend this solution unless you save file is really old and/or you're very sure its bugged out for you.
