So, if you find a duplicate green blood dagger, it's because you have almost all the green-rarity items already. There really isn't anything else to give you that wouldn't be a duplicate. Previous to the most recent patch, the game would potentially shift the rarity of an item to avoid duplicates (you have all white items, so instead, it gives you a green), but this didn't really help, only delay, and gave weird situations in multiplayer where one player would receive a white, one would get a blue, another a green, etc, and didn't even solve the problem.
The real solution is to either decrease the max number of items you can even find in a run, or even better, double the number of items that exist, so a player will never be able to get all the items, period.
Yeah lets make pamphlets for every individual leg of a spider, players will sure love that.

But on a serious note, duplicates should be removed, if you get all the items from a category then the next one should spawn from the lowest category you still didn't fill up.
OR make duplicates stack, I've had 2 vendor's coins and they do not stack, that is the equivalent of wasting a key to open a chest and getting nothing, not even a diamond.
Probably not that item, then.
I was thinking more like, different variants of items that already exist.
So, you have an item that gives +3 physical damage on primary attack? Make an item which gives +1 magical damage on primary attack.
You have an item that gives 5 damage block? Make an item that gives 2% evasion and 2 damage block.
Movespeed on evasion? What about movespeed when you drop below 50% hp?
There is plenty of design space left to make new items, across all tiers. Adding more items merely decreases the chance of you getting a specific item from a specific chest. When scepter of kings is 1 item out of 20 blue items, it's an ok chance. If there are 60 blue items, it is a much lower chance to get this specific item. Maybe this makes the game harder, but it's a good change to make it so, by the end of the game, you don't have literally every item. If everyone has every item by game's end, then every character is nearly identical in terms of bonus stats.
