Lay on Hands
Is this meant to be a self-heal for the Paladin in a single player game? I can be at full mana and it won't heal me.

Its a garbage tier skill, you can get more hp from pure regeneration than that skill. Might work for first paladin character that you will use to unlock something else.

If that skill would place an AOE heal buff around paladin for a while, then it would actually be useful.

It is AoE healing effect. Except players, the mobs can also be healed...
imo, it is one of the most important skill of the paladin.
