Drinks, 40 magic damage on auto, Combo damage up, chance to enter combo when crit, 2 open spaces, recomendations include crit chance up, double thriller, but you have some leway due to WH's natural crit stacking capabilities.

Items lucky hat and heartseeker always a good standby.

I hate it when people simply ask for "best", because that term is way too vague.
Best for pushing content? Best for raw damage output? Best for farming? Best accounting to your playstyle? What items do you start with from the shop? What drinks are you going with?

Everything changes depending on what you base it off. Some people start with building their run based on their anvil, some on the shop, some on the drinks etc.

Since the anvil and drinks are usually the two parts of your build that don't have the entirety of items unlocked, it's a good idea to start there.

I'm just going to go with a damage/pushing build for the WH here. First off, I keep his RMB and Q at lvl 1, because I solely use them to stack and keep up the zeal passive for little mana cost and I personally find them to be rather lackluster, especially his Q, because it doesn't work on what you would want to use it on - bosses.

So it's basicly a LMB build with E to shift aggro and also have a way of dealing mixed damage, which ironically he needs the last of.

-Drinks-
For drinks it's basicly what Scilin chose if you have them unlocked. If you don't have all the combo drinks unlocked, the impact is rather small. Choose whatever you think compliments your end goal of build the most at that point.

-Blessings-
For blessings there aren't many options. Tier 1 is either primary attack or damage reduction based on how confident you feel you are. The WH has a LOT of LMB steroids, so it's definitely worth to consider the 20% attack. Tier 2 for me is a no-brainer, while it isn't for others. I take armor penetration to further compliment his insane LMB damage. Since I leave 2 skills at lvl 1 and your E is the only real useful skill, I don't see a reason for mana regen. I have 5,4 mana regen naturally, keep that in mind. Tier 3 is not life steal for me, because I instead reroll the shop until I get the bloodthirst ring, which luckily I also have the blueprint for and attuned. Instead, I take primary crit damage to further compliment WH's LMB steroids. This gives him a flat 1x damage multiplier on a critical hit with LMB. T4 is the hammer, not much explaination needed I think.

-Statues- (People like to forget about them, but they are a massive boost)
First statue is Kyra. Absolutely staple. More attack speed and the occasional extra damage from the arrows? Yes please. Second statue is either Calis for some projectile dodging, but more importantly for the armor>attack power passive, or Wylmir for cooldown reduction to have more uptime for your E. Third status is Bolgarth. With or without combo drinks. The passive helps you immensly, especially if you don't have all the combo drinks to keep up your combo. The combo blast is a nice addition for some magical damage.

On mana regen as long as you have enough to throw the puppy as often as necessary to keep the crit stacks up you are good. If you can spam it on cooldown its a big damage boost overall with the torch throw passive. A couple points of mana regen can be enough to go from puppy every five seconds (stack maintenance) to spamming puppy along with your primary.
