You won't fall if you don't jump : when the flies come from an upward angle, run, when they come horizontally, you can either parry them or counter them with an attack.
also there being a boss at the end kinda makes the path not worth trying lol

Don't jump to reach him.
Position yourself to a side of the raft, so he'll hover above it.
When he's not doing anything, run to him and do your combo.
You can parry his blade, as well as its charging attack.
Anyone who doesn't fly isn't a problem - just boot them into the water as soon as possible, whether with her standard combo or a throw. I'm guessing you're playing on normal - the golden flies are annoying, but they start off with only 1 at a time for the first two. The second one is, I believe, a guaranteed power drop. Grab that once the pack of golden flies comes down, and I typically just stand at the edge and spam the standard combo. They get caught in it when they try to attack and take a lot of damage. Usually when the power drop ends, I only have 2 flies left, and both of them are at half health or so.
As for the boss, you can take comfort in knowing he is very exploitable, albeit this method does take a while.
Firstly, stand in place, wherever. The boss only has two attacks, his rush forward and a wind cutter attack; you can know which is coming based on what he does prior. If he laughs, he's rushing toward you. If you hear wings flapping, its the cutter attack. If its the cutter attack, just learn to time your neutral jump. He generally stays at a distance from you that allows you to jump over the cutter attack with ease.
If he's rushing towards you, time your jump so that as he nears you, you can hit him with two aerial attacks (in air, down + attack, immediately followed by attack), and if you're quick enough, you can transition it into Gal's air special. Just rinse and repeat.
As I said, this method can take a while, and it's certainly not the most entertaining, but it is an easy strategy, and this guy follows the Streets of Rage 2 boss, Jet, in that both fly, but both also take more damage than other bosses, so this simple strategy is actually feasible.
1) Stand in the middle of the raft. It minimizes the boss's movements relative to the player.
2) Jump up vertically when he throws his cutter (you'll hear his wings flapping).
3) Use your jumping SP attack when you have it after you hear him laughing.
4) When you don't have SP, jump then press down and attack after you hear him laughing.
If the straight vertical jumps and attacks don't work for you, there is another method.
1) Stand on one edge of the raft.
2) There is a place the boss will normally fly. If he is there, then you can either use forward jump kicks to hit the boss or use a forward jump to go over the cutter.
3) If the boss is NOT in his normal position, prepare to get hit. Run to the middle of the raft. Take the hit. It is chip damage compared to getting thrown into the water.
Either way, don't forget to use that jumping SP attack to shave huge time off of the boss fight. It is really easy to time Gal's lightning stomp.
EDIT: I have tested the boss again, and you CAN get thrown into the water from the middle of the raft. Therefore, you are not necessarily safest in the middle of the raft. Experiment with both methods, like I will be doing.

Was having real trouble with him until I learnt to just keep calm and parry.
1) The laughter is followed by the cutter and is the faster of the 2 attacks. Just time your single forward direction tap to deflect the projectile and wait for the next attack pattern.
2) His rushing attack has a more delayed parry timing compared to the cutter. Once you manage to parry his swoop successfully, just spam the standard standing chain combo where...
a) he goes invulnerable and flies out for the next attack pattern.
b) where he gets hit by your full chain combo, tack on a forward+special at the end of this if you recognise that the earlier hits have been confirmed.

And yes, reaching the boss already is tricky enough. My strat would be to use the same parry approach for the first 2 golden flies, then spam your normal chain while standing near raft edge. The flies tend to get drawn into your rapid fire attacks, use specials whenever required.

Now the stage after that.... ugh... the corridor of death is my next roadblock... :(
You can deal with the flys with forward jumping attacks. It takes a while, but yes, it is a pain. Also, if a fly does a diagonal attack, the fly is open for a small combo at that point.
If you decide to attack Attary the wrestler, try to get him against the wall. To do this, go into the back room instead of going to the cage. Also note that a couple of his attacks can be interrupted with the final strike of a combo. If you start your combo when Attary starts his attack animation, you can interrupt it. But then of course you need to be ready to use your special attack when he grabs you (or jump out of it...but that is difficult to time correctly).
Use three continues playing Raft part on Hard setting. My second time fighting the boss.. A lot trial and error here. Stage is beatable.
I think it's totally doable. Doesn't mean I like it or think it couldn't use a change. But I don't think it's fair to say you don't have the tools you need to beat it.
Those are some cool background effects though.
That said, I think the raft could stand to be a bit longer. This is the one stage I've really felt needed some adjustment so far, as asking such a radical change of pace from the player is a little unreasonable. Not impossible, but yeah.
