Make it heavier, most old IR in RL are very heavy. If you run slower with IR it's also a punishment. Maybe the time to scope should also be higher, like 1-2s to sharpen your view. That's also very close to the reality, I used real IR scopes and the eye needs a little bit to adjust to it, especially when it's really dark outside.

On a TDM I took a LMG with IR and 200 rounds mag, smoke and supply. I felt like Rambo fighting the Soviets in Afghanistan. After I couldn't find any standing enemy soldier I started to shoot the chopper flying above Warsaw.

I suggest that IR sights view distance be limited, and give smoke the ability to block it, the visibility advantage alone is enough of an insentive to use it, while not making it OP.
