I don't have Warhammer 40,000: Mechanicus neither on Steam nor on GOG, so I can't say for sure. But I asked a fellow goger who appear to purchased the full Warhammer 40,000: Mechanicus with all DLCs during this Winter sale on GOG store. He said that Original game archive pack only includes 9 tracks (excluding those two you have mentioned). He found the missing 2 tracks inside the Heretek + soundtrack archive pack though.
I can only fully confirm that the complete OST with all 11 tracks can be found inside Warhammer Skulls Digital Goodie Pack which was given away on GOG some time ago.
Strange decision to list them on the Original OST page, as for me.
There is a giveaway thread there on GOG forums, if you are an active forum user you can try your luck there. If you don't mind getting it outside of the Steam, of course.
The distinction is important: Anyone who purchased Heretek cannot purchase Heretek+.
