Is this tree, garbage or is there something I'm missing?

It's actually a really powerful tree if you can position troops correctly, but it takes too long to come online. The ability to line up a group of skitarii, then designate a target to get shot once by each of them as a single volley can do a crazy amount of damage, especially when Command gives them all +2 damage, but it ends up being more of a gimmick because troops are fragile and by the time you can make 4 Skitarii Vanguards do scary damage, you already have weapons that wipe out the field anyway.

It's worth playing once using only troops and 1-2 Secutors as it completely changes the game though.

Early game a Skitarii Vanguard can put out a lot of damage when paired with a Secutor to buff/command/have him shoot somebody for him.

Late game, the ability to call in a Kataphron or Kastellan for a single cog ANYWHERE ON THE MAP is freakn' awesome. Like I can do that turn one, so even if the Secutor isn't much himself he's got a big dangerous buddy to help him compete.

The movement/damage/crit buff from the servo skull is also amazing at buffing up a 'pet'. I mean, with that +4 movement even a servitor can boogie.

And the cooldown buff to the brain-in-a-jar essentially means you can buff them for one attack every/other turn, which is nice.

Oh, yeah, forgot about that one - the final ability for Secutor is to spend 1 CP to drop one troop unit anywhere on the map, regardless of that unit's normal cost. The Kastelan seems to be built for this specific tactic, because that means you don't need to footslog it across the map or risk getting stuck in spots that are too narrow, it's heavily armoured, and the higher level Kastelan actually has a flamer attack that shoots in all directions with a full 360 sweep in addition to the normal wide cone on the incendine. That 360 sweep is actually difficult to position if you have to worry about friendly fire, but dropping the Kastelan into a group of enemies alleviates that concern. So as long as you have 1 CP, you can drop that thing into the biggest cluster of enemies, drop two big AoEs and two nasty melee attacks, then a defensive buff for the counterattack from anything left standing, and move up unmolested to support the Kastelan while it wrecks face for you. And so long as you can throw Distant Prayers on it now and then, it basically won't ever die.

Pity that you only get access to that toward the end of the game.
