Our HDR functionality is currently in test. This is our first foray into the tech and we don't have a large amount of HDR displays at our disposal to experiment with. Try launching the game with the following parameters -dx12 -hdr
That should ensure that HDR stays on. We'll be continuing to work on this as we get more feedback.

If I use the -hdr flag, everything is far too bright and saturated.

It's definitely darker in the dark areas than SDR but it's more contrasty (the lighter parts are also brighter). The brightness control does not appear to work in HDR and only changes the brightness of the menu overlay but not in game graphics.
Oh yeah, you're right. It's true that the bright areas are even brighter. But In my case I definitively lose contrast in the dark areas and the light areas. I can see far less of the texture detail in both cases, it seems crushed and feels like the dynamic range was expanded beyond the capability of my display.
Ah, that explains why I couldn't find it
