You can try these two methods:
1. Change the user name of your computer to a simple name that uses only English letters or numbers
2. Run the application: Steam\steamapps\common\SteamVR\bin\win64\vrpathreg.exe

i got a similar problem, halfway through the opening cutscene i lose all ability to open the menu and when spawned in i cant teleport or really do anything but sometimes move my character 90 degrees(Oculus user)

got it even worse here no problem with any other game but this game keeps the ground at eyelevel so you see half under and half over ground even after doing both oculus their and steam their room scale bs
