I am experiencing being unable to change settings because monitor hiding them away

I noticed that the game wouldn't open up again when pressing the windows button and trying to be reopened again on the taskbar so I was testing to see if it could be fixed and I had the distasteful, horrible idea of disabling fullscreen and it didn't work, and alas, when I change my settings back, I realize the save changes button has been hidden away behind the very boundaries of my mildly, yet strangely, small monitor. I continuously keep pulling the window up, but it's like there is a gravitational force keeping it down as if this is where the end of life would be.
How do I fix this?

Start Warfork, press ~ to open console, then run those 2 commands

vid_fullscreen 1
vid_restart

It should restore your fullscreen setting. Alternatively you can do the same by editing warfork config (%USERPROFILE%\Documents\My Games\Warfork 2.1\basewf\config.cfg, set your vid_fullscreen to 1) or just delete it, warfork will autogenerate it with default settings.
