Town Won't Grow

I was playing in Career mode. I started near the largest town. I am shipping several different goods in demand and am making a profit. The town's population is growing. However, the town has yet to level up or offer a contract. It's close to 300k. Am I doing something wrong?

I believe it has to reach 'Prospering' and around a certain population before it grows to the next level.

Contracts were toned down in favor of auctions but will become more frequent in a future update.

You just need to be patient and keep supplying those demands! The more products you can even "Partially Supply", the faster the town will grow.

I played to over 300k population and still no luck on growing it. Is there a setting I might have turned off or something? The town says either Growing or Prospering at times.

Had the same "issue" in my current campaign. That first level up seemed to take forever, but then it happened. It was nearing 350K when it jumped IIRC. Then the 2nd city popped soon after and all was right with the world.

For the record, every level up happens every 100-300k population. If you get the first at 150k, you might get the second at 450k, if unlucky

When it says "bloated", then it's about to expand.
