Crispy critters is a term to describe someone who has been severely burned. One of the medical personnell referred to P-3 and his wife as "crispy critters" when he saw the state they were in after the terrorist attack in Bulgaria. It "imprinted" on P-3's subconscious and he started often using it in his speech.
By the way, in the original Russian version of the game, Nechaev, instead of "Crispy Critters" says "♥♥♥♥♥♥♥ Pies".
