Trying to enter my first Polygon

I found the Terminal on a rooftop. It's very close to the Yellow Circle indicating the Testing Ground and the lasers point in that direction, so I'm pretty sure it's the right Terminal.

However, when I access the Terminal, all the cameras are colored Red, which I read means they're inactive... and I am unable to click any of them, meaning I can't look thru the cameras and I certainly can't unlock any doors with them.

Am I missing something? This is my first time detouring away from the main quest and it's been an extremely frustrating experience. Any help would be very much appreciated.

There is one Polygon... Polygon 9. Where you have to do the opposite. Instead of disabling the cameras to manage to move stealthy you find the area without electricity and have to turn on the energy so you can access the cameras.

I think is Polygon 9.
