Can't view cameras through Hawk Relays

The little towers that you can view cameras through, sometimes I can view the cameras, sometimes I can't. I'm not sure what the rhyme or reason is. I know I'm attempting to view the ones in the area, yellow dots, and I didn't overload the camera system through a Hawk Terminal. Its usually in completely new areas. So far its been Testing Ground 9, after I turned the cameras on. Can't view the cameras from the tower relay or the relay on the roof. And testing ground 2. Attempted to view the cameras through the relay that is slightly south of the circle that encompasses that area and it wouldn't let me. Said 6/8 cameras were available but couldn't view any. Testing ground 10, I swear it wouldn't let me view it the first time or two I tried but it let me the third time, which made me question whether I was just not clicking the tiny yellow dots, but on testing ground 2 I made sure to zoom. Feel like htis game is gaslighting me. Lots of bugs. Been stuck in random spots too many times to count, but I'm not concerned with the stuck. If I'm doing something wrong, someone please advise me what I'm doing wrong, or is this a very annoying bug.

It must be a bug. I passed and kept running, ended up getting killed and reset back to the save point of the end of the testing ground I had just finished, ran back to the same hawk relay south of Testing Ground 2 area, and I was able to view the camera.

Is there some time limit of the Hawk Relays being locked down after you get level 2? Is that a possibility? I don't think I reached level 2 with the camera system the first go around but I honestly can't remember. If there is a system here, what is it?

Using the scanner you can see exactly which terminal controls any particular camera (there is a line connecting the two). If you are sure that the terminal is correct and you still can't access functional camera then something must be bugged.

I’ve ran into this a few times. What has worked for me is to save the game then load the latest save.
