After some initial investigation Mundfish to their credit have chosen to keep the weapon, character attributes, lootboxes, recipes, weapon attributes, and weaponupgrades as .json files.

Opening up WeaponsAttributes.json file in Atomic Heart\AtomicHeart\Content\GameTune and searching for Electro the following values are in the open:
