Overload Relay Locked

Any idea how to unlock this option when hacking it?
I already want to explore the world, but with so many robots and cameras around it can get really slow and tedious.
I'm already 13 hours into the game and still haven't found a way to do it. Have I missed something?

Wish I knew what we are both missing. Sadly the game does a piss poor job telling us how to unlock this stuff :(

I just finished fixing Claire and got past Limbo.

9 and 1 lets me overload them.

From what I've seen, it's the ONLY one you can't overload.
I'm pretty sure this is a bug, but if it's by design, it sucks.

you can't overload the region cause it's related to a tutorial if I remember correctly

so, are you saying the process within the link worked? I have not tried it yet. I am stuck in testing grounds 1 due to overloaded relay, camera's down, can't access them to open the door to the dungeon.

omg, this worked, I had it opposite, my relay 1 was bugged, hawk just down and camera's offline, so I went to overload relay 9, after returning ,even though hawk in testing ground 1 still down , the camera's did come back online which I could now use to open the door to testing ground 1!!!!! The guy is a champ!!!!

even though, I do believe I have misunderstood the post here. I think the person is asking as to why the function to overload relay shows locked, I have not been able to figure that out. Testing ground 6 relay is locked for me too. This function is primarily there to get all of the repair systems down so you could catch a breath.
