Is there any way to get him out from under that rubble or should I finish him off as he requests?

Also wondering how to get to the algae herbarium room nearby if anyone knows.

There is no way to save him and he clearly says why. As to what to do with him - it's up to you. Both choices are bad, but one is worse than other.

Near the room there is a dead guy at a desk. Above his body is a closed vent you can open, climb in follow it until you drop in the herbarium.

Hey, might be a bit much to ask, but could you screenshot the location? I have found a dead guy at a desk but no vent nearby.

its by the guy at the desk before you enter the algae herbarium area. not the one in the rooms near the safe room

So what do you do after you get to the herbarium? Is there something there that will rescue the guy, or is just the way to progress through the level?

Ok got it. The answer is No. There is no way to rescue him because is is already dead. It's just a memory loop. So you can go ahead and just "try" to kill him.
