It looks like it shows a different frame for a split second, it looks like jumping frames but without any fps drops. I think its not a stutter. The problem seems to be more severe when HMD and MFD are enabled, but after disabling these options, problem does not go away completely - it still occurs every few seconds, but it is difficult to determine any constant frequency.
GPU not under any strain, CPU the same. Quest 2 is flawless. I tried via Virtual Desktop, Meta Quest original cable and trying different encoding options (h264, h264+, hevc, etc.) and the problem persists. No problem with other games - only VTOLVR. I've had this problem since I buyed VTOLVR. I was trying some Unity start options like (-screen-fullscreen 0 -screen-width 1920 -screen-height 1080 etc.) with no success.
Please help - the game is unplayable for me. I will help in diagnosing, I can share the logs - please technical support for instructions.

EDIT2: I was trying SteamVR "Advanced Supersampling Filtering" -> turning it ON or OFF doesn't change anything.
EDIT3: I was trying raise resolution setting in SteamVR like here:
https://steamcommunity.com/app/667970/discussions/1/4301572010778361716/
Any value from 20% to 500% did not change anything.
7900xtx is powerful enough that GPU usage at 500% resolution is 80-90%
Afterwards, I picked an older adrenaline driver , coz I remember VTOL running smoothly in the past. I still get some mild skipped frames, but only on ONE eye, and only when being on ground. When flying up in the air, everything was fine again.
I recommend to start a threat for people with (newer) AMD cards, perhaps we can collect some feedback from the community which adrenaline driver seems to be the most unproblematic. ( currently rolled back to 23.7.1 )
This issue still exists.
Anyone who reads this, if you're affected, make sure to fill in a bug report with AMD.

That reduced it by a margin, but it doesnt do any good if the problem occurs every 4 seconds instead of every second.
tried to start with OPENXR, but that refuses to work at all. If STEAMVR is inactive, then steamVR starts regardless ( even if openXR is selected as API ), and everything is ♥♥♥♥♥♥ up ( 2fps in headset ) .
if SteamVR is already running, it DOESNT launch in SteamVR ( so far so good ) , but exlusively in a desktop window, with the headset being not involved ( not seeing any openXR, which is not so good ).
So, this game has been unplayable for me for months now, and I am pissed. Its one thing if a non-VR game has issues with VR, but a VR exclusive title ???
And yes I also had touble switching to OpenXR. It didn't work for me by just chosing this in the Steam game options menu. I had to use XR Picker since Steam kept using SteamVR as active OpenXR runtime. I only had to do this once so far. After that you don't need to launch SteamVR anymore to start this game.
Thsi thing had been around for a while.
I remember it had been so bad as if you were simulanteously in 2 slightly nonaligned positions, and the game switched back and forth in miliseconds.
