Save your money for a good, non-Meta headset. You get what you pay for. Even a used Oculus Rift or Vive Mk1 will probably be better than (or at least as good as) any Quest, without the attendant invasion of privacy by Meta. Provided you have the hardware to make it go. This game looks amazing in a Valve index, jus' sayin'. If you do get a used headset, make sure you can still get new face gaskets for it.
That being said... don't buy a headset, ANY headset, just to play this game. Yes, ABSOLUTELY YES, this is one of the coolest games I've seen or played, VR or not. The first time you stick a carrier landing, after going around 15 times and using up 3/4 of your fuel, will bring a smile to your face guaranteed...
BUT, when you buy your VR set for a PC, you SHOULD buy it because you genuinely want to play MANY games in VR, and you want to play them the BEST way possible. The same reason I (and you, presumably?) game on PC instead of console, really... because it is the BEST way to do it, not the cheapest.
I´d say safe up, wait and get a Beyond or Crystal Light and be prepared to add a zero to your funds.
There is only one vr headset that meets your requirements - Rift (cv1).
Unfortunately, it has been out of production for a long time, and it is very difficult to buy in excellent condition. It provides sufficient image quality and excellent tracking with lanterns. The tracking is actually better than the index, the precision is slightly worse in the laboratory, but it is much faster. - In the laboratory, there is no difference in real use.
Any other option with good tracking is expensive because the vive tracking system is expensive.
The Rift S has just like quest 2 slam tracking. But the cameras are more widely spaced.
Rift, Rift S, quest 2 - these are the cheapest options.
You can also consider vive 1 but despite similar parameters, I don't know if the image is sufficient, I have never had it on my head.
The only cheap new option is quest 2, you can buy it and try it out for yourself if it's enough for you.
Perhaps buying used is now very economically beneficial, but I have heard opinions that they are often in terrible condition because they are mainly used by children.
Rift CV1's - the very first one - go for £80 around me, headset, 2 controllers, and 2 base stations, so you totally can find external tracking headsets for less than 500. ♥♥♥♥, I've seen kind of gammy sets for as low as £50 occasionally.
You do sacrifice graphical fidelity, but if I'm honest, the extra fidelity from the Quest 2 wasn't worth the tracking blindspots. It's been a while since I've tried a Quest (of any version) out though, so it's possible they've improved drastically.
Purely anecdotal, but I've had waaaaay less faff setting up my CV1 compared to my friends with Quests, who have all had issues with getting the things to link properly to their PCs. Again, purely anecdotal, take that with a grain of salt.
If you can buy it in your area for such a ridiculous price, I wouldn't hesitate for a moment, here it costs around $250.
This is a great kit, and like any cable kit, no software issues, just software installation, plug, done.
It also runs on a weak graphics card, 1660s and you play everything.
And at ss 150-200% if your graphics card allows, the oled begin to shine with the beauty of the image.
The attached headphones cut off the external sound and the immersion is insane.
I have an Oculus Rift CV1 (the "mark 1" model) that I'm willing to part with that might fit your budget even with shipping, if you're willing to deal with their launcher and the relatively old technology involved.
I simply never bothered putting it on ebay because I just couldn't be bothered to deal with the shipping as the box is quite large, but if you're in continental europe (or even in Germany, like me) then maybe I could be convinced...
