end user license agreement "accept" button wont work. Cant start game....Help!

I recently purchased the VTOL VR game from steam for my quest 2 and went to start up the game and got to the end user license agreement page with the "accept" and ""deny" buttons. It will not let me select "accept" or "deny". I can hit the quit button at the bottom right of the screen and it exits the program. Looks like there is a scroll section on the agreement page but it wont let me scroll it to the bottom which is required for many agreement pages to hit the accept button. HELP!!!!

Make sure SteamVR is installed and running.

The End User Agreement Accept button must be clicked in VR with your virtual hand.
You can't click it with the mouse.

Is this a joke a what? Of course steam vr is installed all we get is a non answer.
