More often than not, whoever notices the other first and gets a lock gets the kill, but really it mostly comes down to having more energy than the other guy. Diving on enemy fighters generally is pretty effective, but trying to outturn them in a close range dogfight (unless they're distracted or you manage to get RIGHT on their tail) is a fool's errand and will likely get you killed.
I'd watch out in custom missions there. Its entirely possible those fighters were scripted to ignore you to make a fight seem more cinematic around you. Sort of a backdrop if you will. I'd try it again on some other missions, see if it still works, if it does then maybe you were born for guns ^-^
