Flares. Press the (EDITED) top menu button on the left hand controller whilst holding the throttle.

I believe in Target powered camera mode, zoom and focus on target and then pressing down on the stick will lock target. (Oculus)

You are slowing down because that is the airbrake (wheelbrake when on ground. (Oculus)

I'm not sure about counter measures but I will take a look later, or if anybody knows they might post here...

You can dispense countermeasures with the button on the throttle:
Menu button on Vive
Y button on Rift
